I had same experience when following the Busby SEO Test competition a few months ago. I had about 15k good backlinks and for three months my PR didn't updated by google, it's still PR 0. But after 2 months the contest was ended, I got PR 4. So I summarized that google wasn't updated your site yet. To my know, google doesn't update all website in the same time.
